Only starting with clutch pulled?

Is it normal for the SV650S on a T plate to not start unless the clutch is pulled in even if it is in neutral??

Yes that's perfectly normal.

Its a suzuki safety feature, i don't think any suzuki starts without the clutch pulled in in neutral.
