I kind of assumed that the other side of the sticker had picture of a beautiful day on it or may be some cars/lorries a safe distance away if he did a lot of motorway mileage.

Could be a legal thing. If a wiper is fitted, I think it has to be working in order to pass the MOT. So, if they bought it with a wiper, and they remove or disable it it would fail MOT and belligerent police would find it faulty and issue fines. Internet lawyers C/D

Rear wiper is not needed for an MOT whether it is working or not it cannot be failed on it.

As said above, it's probably perforated/see through from one side
