Front fork seals. Is this normal?

So I just checked my front fork seals as it's going in for a fork service Tuesday and was confronted with this?!?!? How can this have passed it's MOT? It's my fault for not looking when buying the bike but wow.

That's just the dust seal, not the oil seal.

Get it replaced when your forks serviced

Just got my bike back from the fork service. Turns out some did it them self a few years ago but only did one side of the forks so I had a few years old oil one side and 11 year old deteriorated old the other at different levels also. That would explain the issues I've been having.
