would probably go something along the lines of

"Sir, what exactly do you think you are doing"

"thank god you came along officer. i was just sitting here working on the bike when the crazed dalmation jumped on and rode off. as you can see from this photo i tried to stop him. notice my hand trying to remove his paws from the throttle, but he was just too strong. He took me 200 miles before you stopped him."
