Throttle unit + cables

The guy who own my bike previously has hacked one of the cables off.
He has cut the metal tube that guides the cable straight out of the twist grip.

I guess this means I need the whole unit as a new cable will not come with the tube aswell?

The cables come with the metal tube as far as I recall. I out a new "pull" one recently.
