Is he really that stupid?
 
I was chatting to a mate of mine who is quite a bit younger than me and has an RS125. I was showing him my new SV and then his mate turns up riding a CBR400 Baby Blade with L plates!!! At first I thought it was a joke and then he told me he was 17 years old. I asked why he was riding a 400cc bike and he replied "It's alright mate it's legal as I've had it restricted to a 125". So I looked puzzled and asked what the feck he was on about. He then produced from his wallet (which seemed weird) the 33bhp restriction certificate. I tried to tell him it's totally illegal for anyone that has not taken their full A2 test to be riding anything above a 125cc with an output of 14bhp but he was convinced it was legal. Oh deary me.

He's not automatically dangerous just because he's illegal. Not saying it's alright, mind.

Yeah but I've had to give photocopies of my licence etc. Surely he has to do the same?
