what is it (apart from the obvious, a smart witha camera)... speed camera, checking for congestion charging???

yep, smart car that has a camera that catches you in the bus lane (they are empty most of the time) or congestion charge zone (not for the bikes though).

Thankfuly all the bus lanes on my commute are part of the test so i can use em. Even tho there is little point some days. Full of mopeds/bus fumes/taxis and deisel patches.

But yes TFL are scum of the highest order.

many buses have cameras in them for the very same reason, ie to catch bus lane users
