Sure its not true, what about naked bikes... surely they should therefore get done for not having a screen..?

It's probably got something to do with the bike being originally supplied with something and it only being classed as roadworthy with it in place - if it comes with a screen then it has to have it, but it it didn't have one in the first place it's alright.
I had a dark tinted screen from the previous owner which looked nice but I stuck the original back on, partly due to expected MoT/other hassles but mainly because I didn't fancy parts of the bike melting in the sun. Aftermarket screens can do that...
