I didn't find Austria a problem. I've just been through 8 European countries, including 3 days in Austria, and no-one batted an eyelid at my (slightly) undersized plate and total lack of GB identification. And I left the lights alone as well, though of course bikes don't dip so sharply to the left as a car's lights do.

The undersize plate is of no concern to the Austrian police whatsoever, how do they know what a UK plate should look like?
There's no requirement for bikes to apply headlamp masks etc, it was changed a while back. Having said that I usually put some black pvc tape on the dip section just to avoid annoying other drivers.
......and yes you'll be OK without a GB sticker................until a polizei or gendarme stops you at a routine check or speed trap. My boss was fined in Austria for no GB cticker/plate (I worked there for a while). Interesting the Austrians have a Gendarmerie even though the language is "sort of" German. :? That's history for you. On the whole they're pretty relaxed though, just obey the rules and no probs. It's generally a safe place, just be aware of the (politically incorrect  ) eastern europeans, they are the organised crime brigade there.
