im after a "thing" which i can use as a gound anchor, i think its a part of scaffolding,
its a big thick eye the size of a CD with a threaded bar on it, then there is a steel plate on the bar & a nut holding the plate in place.

the idea is to cerment this into the garage floor, i know the excist cos my mate got one off site, but he now works elsewhere so cant get me one

One thing to consider re: the cost of a real ground anchor rather than a lump of old metalwork with a hoop in (and I must admit, I am attracted to the latter too), is if there is an insurance discount. Over 3 years, £10 off the cost of insurance for an approved ground anchor will pay for itself. Obviously, check with your insurer first to see that they offer some sort of discount.

I've got some of the aforementoned clamps, but you don't really want one, they are made from suzuki cheese metal, you can cut them with a bread knife

You hammer ball bearings into the socket of the Bolts, so to get them out you have to drill them. AFAIK.

Good idea, but I think you'll find they are one way bolts, the shoulders are only on one side so you can do them up but not undo them.

Cheers Mark.
