why not buy a Triumph Tiger and get a double set of bar risers, one OEM and one Touratech (i think that's what i have fitted) then move to Spain where they care about their country - unlike the UK...

Soak them in ACF50 once you've fitted them to the bike, will help to keep some of the water away.

Just as a warning, Cardiff Road in Newport has heavy roadworks on it, the queues are about 2/3 miles back from the roadworks.
Chances are the test route will divert away from here but just bear it...

Try checking the main relay on the right side by the infil panel, could be the connector pins have worn out and broken giving a poor connection.
