As far as I'm aware the underlying legislation hasn't been changed. This code change is just an attempt to clarify what was already supposed to be happening or to update expected interpretation.

I think the computer won't even allow them to print the paperwork until after the alloted time. I understand they have to 'start' the test on the system as well as enter results etc. at the end.
