ermm cyclists, horse riders and pedestrians have always had the right of way as they dont have to abide by the "code". its only motorised vehicle drivers that have to abide.

if its the bolt i'm thinking of its a captive nut in a cage. the bolt as far as i'm aware is SS and if its spinning then the only way to remove it is major surgery or jam the nut with a screwdriver....

a long time ago i used to have mud and snow tyres on the car and caravan but you were restricted to 70mph or something like that. they were great for getting out muddy fields.
