Not sure what the problem is, Have you get any receipt for the payment ?, Look on the front of a v5 and it says in big letters THIS IS NOT PROOF OF OWNERSHIP. Need to have it but it's not evidence...

Oxfordshire has always had a reputation for hating motor-vehicles. One trip through Oxford city would prove that.
And to be fair they are talking about commuting and they want bicycles for that....

Strange that they're mostly abroad. covid might be stopping all but the main dealers. Would be cheaper to buy from America. Or give it a week or so to see if some UK ones appear ?

I'm sure more Knowledgeable people will be around soon but i think it's a sacrificial part, so it depends how much meat is left on it. If it's about to wear through change it, if not clean and leave

It is the worst part of the job. all i can add is keep trying. I think last time i used a couple of socket extension wrapped in tape and hammered onto the damper rod. alternatively, there is a tool...

Not ALL of us have extra time. Some of us are working flat out.
I would consider wheel bearings to be possible DIY job, all depends on what tools and skill you have.
