That stuff matters. The rest is optional, superfluous or can be obtained at or near the circuit.

As to licence counterparts, organisers say they're necessary, but I don't recall circuit staff ever...

That's a bit steep. I pay 40 quid a day, less if I'm doing back-to-back days.

It means exactly that. Don't expect the likes of the AA to collect your bike from a track if you crash it. This is one of the reasons people take road-legal bikes in vans or on trailers.

Most trackday insurance policies are limited to injury and third-party liability only. I see MCE do offer a policy, but at £99 per day it almost doubles the cost of the trackday and the excess is 50%...
