The pipe corrodes, expands and splits the collar - not unusual.
As long as the bit of the head where the gasket seats is still (I've not seen one that isn't) it's fine - if unsightly.

Good tip, it's often worth looking around for parts from 'cousins'. I used to use Suzuki GSX550 clutch cables on my Kawasaki GT550, the fit was good, but they were much heavier and lasted better.

Get better pictures of the spacer area and the spindle where it passes through the fork on both sides of the wheel. Are both discs equidistant from the fork slider? I suspect not.
