I guess that they are been smart and not just trying to use it as a revenue collection fund. By having this hit the news, everyone sees this item and hopefully more people stop running reds.
Actucally seems a sensible way to play it - for the price of a couple of wigs and dressing they get much more impact than plain clothes/cars
