I think this is where legalese comes into play. I was being pedantic really.

The vid kept saying it was illegal to fit them etc, and that's not the case. MOTs and Construction & Use is another example of where the law (in the strict sense) isn't necessarily quite what you'd expect.

It's a bit like crossing double white lines............

If you were prosecuted as a result of being stopped with these HID conversions fitted the offence wouldn't be "having HID lamps fitted", it would be something else.

or like PartP electrics (Building Regs), the offence is failure to notify, the offence is not doing the job in the first place. But that gets even more intricate where it's really the Statutory Instrument and not the Building Reg which lays down the law.
