In my original response I said that the throttle will only turn about a quarter of a turn if it's restricted with an FI kit. The point I was trying to make is that it doesn't move much at all, certainly nowhere near as much as the throttle on my previous bike (a 125 Varadero) and nowhere near as much as the Ninja 250R of my other half.
The restrictor kit is, as yorkie_chris says, two washers and also a t-bar shaped piece. The washers sit under the throttle bodies.
