Having looked up said phrase in my “Old grumpy gits to Chav scrote” translation dictionary , I believe the actual translation is this
“ Oh am I given to understand you have some difficulty with your two wheeled automotive appliance, may I enquire as to what nature this difficulty manifests itself as, to be able to perhaps offer some suggestive constructive assistance”
