actually IC engines are only 15-30% efficient, but they'll still be better than an electric vehicle powered by a fossil fuel power station, which is only ~50% efficient tops before you even take into consideration the distribution losses...
of course if we embrace nuclear power stations we could be producing enough clean power to run the whole of the UK on electric cars, trains etc and still sell the excess back to other, less forward thinking, countries, but that would take a government with balls big enough to ignore the ridiculous "won't somebody think of the children" green lobby, and that won't happen any time soon...
