thats perfectly fine, the rings you are seeing are a very thin film of fork oil, its a combination of this and the seals themselves that actually makes a true seal. The fork stanchions will not be totally cleaned of fork oil by the seals.
As has been mentioned, if you have leaks you'll see far more than that.
The forks do need servicing over time as the oil level will gradually reduce and the oil itself can lose its viscosity and therefore damping properties. Check the level maybe once a year/18 months and you'll be right.
