Can you not just use some very coarse sandpaper warpped round a suitably sized broom handle or something and use a
motion to achieve your desired result perfectly?
Obviously you'd have to start with the sandpaper on your fingers till you got it to the right kinda size.
Depends on the plastic i guess????
