It's all for legal reasons, if the TDO doesn't spot something wrong with your bike, you crash and hurt yourself you could sue, if the TDO washes their hands of it and goes "it's up to you to ensure your bike is safe" then the TDO is covered.

Ambulance chasers, and a lack of personal responsibility, don't ya just love them!
