He may have been 'taking the pee' in terms of the law, but my point is that the law is sometimes a bit OTT, and it doesn't necessarily mean that he was 'taking the pee' in terms of dodgy riding.
Rules have been set so they can be enforced, but IMHO they don't get at the real problems that cause accidents (e.g. inattention and carelessness). Yes of course there are accidents caused by loss of control due to speed, I totally accept that. However most people regularly speed, and some regularly speed a lot

and guess what nothing happens to the great majority - which tells you that it isn't as simple as speed = danger.
