Default Torque link bolts

Hi can anyone help me. I have noticed that the bolt that secures the torque link to the swinging arm can freely rotate by hand. The nut is secure on the bolt but it seems to have a LOT of play. The bolt at the other end attached to the rear brake caliper is okay and tight but I am not sure if the other end with(loose bolt) is meant to be like that to allow the link arm to flex with the suspention going up and down . Does anyone know what I mean or what Iam talking about? Not that great at explaining it eh? PS the bike is a 1999 650s if it makes any difference...
