The drain outside my house is half-clogged with compacted garbage and leaves and dirt, and has been for quite some time. Further down the street a lake forms after any rainfall. I remember walking past this lake and noticing a drain was clogged with leaves. I nudged some of the leaves out of the way with my shoe and immediately huge amounts of water started draining away.
Toronto can't spare even one MetroMelt, they get 125cm (over 4 feet) of snow a year. And Montreal gets 225cm (almost 7.5 feet!) a year. Get over yourself, 'Frozen Britain'
