There should be a Patient Advice and Liaison Service (PALS) at the hospital, who act as point of contact for situations like this and will do a lot of running round "inside" the NHS for you.
Failing that, get hold of the relevant surgical / medical director and/or chief exec and let them know what you think and who you'll be telling about it if they don't extract digits from orifices.

Forgot to say - keep copies of all correspondance and follow up all telephone calls with a letter / email recapping the conversation and confirming the facts / outcomes as you understand them. For some reason, the appearance of an evidence trail puts the wind up NHS board peeps...
