Of course he's right, if everyone's doing 100mph on a segregated highway it's no more dangerous than everyone doing 55mph until something goes wrong and they all have to stop...
When you have some people overtaking others with a 30, 40, 50... mph speed differential you will have problems. Germany can do it because their Autobahn drivers are used to expecting drivers doing twice their speed, in other countries this would almost certainly lead to an increase in accidents and, due to the higher speeds involved, injuries and deaths...
