Is there such a thing as WATERPROOF trousers?

Biked to work this morning in the rain with a pair of waterproof trousers I've only worn a few times, and I got that "damp" feeling in my crotch area.

Considered buying some hillwalking trousers. Don't mind paying a bit more cash if they actually work.

Any recommendations?
