personally i put the chain through the back wheel, as if they have the tool to remove the wheel they have the tools to remove the chain (eventually).
If they remove the wheel, they're welcome to it as there as more of them than me and chances are a lot fitter to be able to carry a bike on the front wheel only from locked position to van.
