i was reading some where last nyt that the three yellow wires can go in any order is that true?

I had similar voltages to you and it turned out only to be raised resistance due to dirty/oxidised terminal contacts. I cleaned all the male connectors by removing them from the terminal blocks and rubbing with fine abrasive paper and I gently squeezed the female connectors with pliers to make sure they were a tight fit. I also soldered the connectors to the wires where they were crimped on to minimize resistance - this is a grey area as some say soldered connections are not ideal. I have used the bike a few times since for lengthy runs on cold days with lights and heated grips on all the time, with no problems; before this the heated grips were turning themselves off and I had one or two occassions when I had to bump start it.
