Yes it IS technically true, but as said they became the standard for layout and as such, for a beginner, are acceptable in my opinon.

No book required. The HTML specification cleary lays out
the table element's usage and even makes a point of saying it shouldn't be used as an aid for layout.
And not just technically true, but logically also. Would you write a novel in a spreadsheet program like Excel making use of cells to position headings, pull quotes and the likes? Bad example but you get the idea.
Just because tables for layout became a standard doesn't make it right. Could go back and forth but it'd derail this by quite a bit which I don't want to do...
