If the bike is fitted with a throttle stop and Air box washers, then these can be removed, allowing full power. However, if the ECU is a restricted module, then changing the ECU is the way to go unless it can be remapped.

You will know if it has a throttle stop because the throttle will only twist by about a third of a turn. Hope that helps.
