The grey car driver isn't in the same boat as the owner of the blue car is he. They grey car has been damaged by being hit by the blue car. The owner of the grey car knows which vehicle is responsible for the damage to his vehicle.
Its an unfortunate set of circumstances, which is why I said report it to the insurance company and let them deal with it and not enter into any more discussion with the owner of the grey vehicle.
