Bang on IMO.

There is no convincing link between power and accidents. There is, however, evidence to show that motorcycle KSI figures are reduced by graduated licencing schemes, but only by the amount that they reduce participation. i.e. the more difficult it is to get a full licence, the fewer people ride motorcycles and therefore motorcycle casualties are reduced. Bingo! KSI target met.

I think it's quite difficult to oppose this trend because it appears, on the face of it, to make sense. It seems common sense that inexperienced riders are safer on less powerful machines, but it isn't actually the case.

It doesn't directly affect those of us with a licence, but if it reduces participation, then it hurts the industry. Firms go out of business, less competition, less product development, higher prices etc.
