What NTEC said. be polite if you can, but point out that they have not given you what you asked for. Your reciept is your friend.

If its clear on it what you asked for, then they are under contract (or something along those lines) to deliver it.

If it is not clear, then yes they have deliberately tried to shaft you. IN which case, yes call the customer support line. Also remember what is quite a lot of money to most of us, is not much to a dealer with a turnover of probably several million, or to the amount it would cost them to fight anything with ombudsmen/manufacturer/lawyers. The cost to them of just making you another key would not pay for enough lawyer time to tell them the problem.
