My 04 is restricted in the same way and its often flat out on my trip to work and home when you hit the revs when the limiter kicks in it bogs down and gets a bit jerky if you get what I mean.
But im about 6 months in and the bike is still great so I wouldn't worry about doing any damage.

Interesting point I friend of mine has taken his restrictors off his 06 sv and is now getting over 20 miles more out of a tank of fuel.
