From that pic, the new lower bearing has an integrated dust seal so yes, wrong thing to do.
For future reference, not all tapered roller bearings are made with integral dust seals and in that case, it'd have been correct to use the old dust seal if still okay or fit a new dust seal.
You'd need to remove the bearing, take off the unneeded(in this case) separate dust seal and put the tapered roller bearing back on.
Unless you have a hydraulic press to push out the 'stem', I can't think of a way to remove the bearing without damaging it.
