Yep - it contains a very finely-ground form of either alumina or silica (depending upon the brand) and is there for abrasive purposes. Since the mineral that teeth are made of (hydroxyapatite) is far harder than either of these abrasives, teeth are not adversely affected by the abrasive.
Another side effect is that your bike will smell of mint for a couple of hours, which is why the toothpaste method is popular with riders of green Speed Triples
