I'd disagree with that- you can't see if brake pads are extremely worn, minor things are broken on the car, etc. whilst it's in motion, in many cases. On the other hand, you get cars like mine, which
look like deathtraps (thanks to Peugeout's famous water based paint

and pikeys having a go at my fuel cap), but are perfectly sound mechanically and MOT'd.
I'm sure you've seen some banger-looking Golfs that are actually in great nick (if not aesthetically) and also some illegal Imprezas and Evos that look in showroom condition...
