The battery is flat, the chattering noise you hear is the solenoid contacts closing and opening.
What happens is that when the starter is in circuit it's low resistance provides an easy current path for the battery voltage, which it takes, but as the battery is low the voltage drops off, the solenoid now is not supplied with enough current and disengages, when that happens the motor is out of circuit and what battery power there is passes through the solenoid windings again and closes the contacts...and then it all starts over again.
