It's possible that the preload adjuster is 'hanging' on the spring, wind the adjuster a good bit past where you need it to be and then back to the spot you want.
This is extremelt rare but I've seen it a couple of times, the adjuster shouldn't wind the spring up but this has definately been the case twice that I've seen, if this fails to sort it out you'll need to whip the cap off and ensure that the fork is assembled properly.
