they rest on the ends of the bush to take up slack between the bush and the frame lug
bolt - frame lug - washer - bush - knuckle bearing - bush - washer - frame lug - nut.
if these are worn then it can cause the bush to move on the bolt shoulder giving play. when you tighten the bolt/nut it slightly compresses the frame lug, without the washers the frame lug would not compress enough to take up the play allowing the bush to rattle on the bolt shoulder.
