Serious answer now...

I think no matter which way you choose to tell him, he's likely to be offended. No-one likes being told they're not good at / safe to do something, especially if he's been driving all his life.

It happened with an old bloke that used to live across the road from us, we did try to have a quiet word but he didn't take it well. In the end, we noticed he had a social care worker coming round to see him every few days or so, and we had a quiet word with the carer instead. His car wasn't there a few days later. Could be an option if the gentleman in question has anyone who comes round on a regular basis to see him / do things for him.
