The problem was with the rods that allow the seat to tilt within the base. They are loose and as both the car and the bairn move about I can see them working free, which is how it arrived.
Common sense has prevailed and we will collect a new one from Halfords in an hour.
I'm not at all happy that it is safe so it's in the bin.
