The part you are talking about comes with the OEM seat cowl, it is the same part that holds the saddle shutters on or the base bracket of the grab handle.
It isn't available separately, it is either attached to the grab rail or to the OEM saddle shutter...
You can make one out of a strip of Alloy, use the grab handle as a template.
