Think I remember a similar cracked flange before, and if you're planing to take the head off, then do as you've planned. Cut the nuts off, as you probably won't get the exhaust stud off, without it snapping.

Then get the stud spark eroded out, as it'll save re tapping the thread.

At the same time get someone to weld that piece back

Replace with stainless studs and nuts
