It does look good. Was it stored inside, in a garage? That helps a lot to reduce corrosion from standing.
As Gary said above, it will need all the fluids changing if you bought it. It will NOT need new plugs right now.
The fuel in the tank will be useless so I don't think there is any point trying to start it unless you siphon it out as best you can and put a couple of gallons of fresh fuel in there.
Push it around a bit and apply the brakes a few times. After doing this, can you still push it easily or are the brakes sticking?
