More powerful bikes still no faster than 25kmph (15.5mph) and need to be registered licenced and insurance. The only difference is you can ride one without using your leg muscles, but I thought that was the whole idea of cycling (well it was when I used to cycle regularly). That bike looks more like a lorry than a bicycle, bet it weighs a tonne and would be hard to pedal at all without the motor.
